Cologne was well aware that it would be impossible to register the package he was drawing up without a fight. The assembly of notables was simply a gathering of the most elete, nobles, clergymen and civil administrators in the kingdom. Calogne figured that if he presented the reforms to the notables first and got them to prove it, that he would have a much bigger stick to fight with when he took it to the paris parliament. There is an argument to be made that it all started with the death of virgen, because for the last 15 years, he had been the one stable figure in the ministry.
