Is It a Limited War or a Battle of Political Will?
In limited wars, such as the one in tecrane, political will is sapped by slow attrician strategy. The russians so far have deliberately avoided mobilizing ther army and mobilizing economy. So there is real a sort of struggle to keep up with the competition. And it's an open question as to whether, in these limited wars, where it's not an all out state effort, how much does economic isolation have that immediate effect? This gets to this fundamental question about limited war - when would a state ever quit fighting a war when it still has means ah to fight a little bit?
