Gorvachov's political reforms began to devolve more and more authority to the republics, at least in public rhetoric. He quickly realized he was treading on a mine field when baltic nationalists tried to take them out of the soviet union. The strange phenomenon of russian separatism cannot be fully explained. And te for russians themselves, who voted for sovereignty, they never imagined that this somehow could to the collapse of the entire state.
