The Role of Congress in Mandating Greater Transparency

There have been attempts to increase transparency in U.S. history when there's been an attempt to limit the power of what we call the deep state agencies and entities. The War on Terror era gave a new impetus for these agencies to claim, you know, great prerogatives in terms of secrecy. I think ultimately it comes down to Congress to take this problem seriously and to create clearer rules around classification and declassification that will operate consistently.
