How Do You Know if You're a Victim of a Fraud?

We know that the range of losses in this country is anywhere from five billion a year to maybe 56 billion a year. People who suffer fraud tend not to report it because they feel ashamed and don't want to tell anybody. Many police officers don't understand that it's a crime, we have prosecutors unwilling to take cases,. We have policy makers that i don't believe will act until they understand how significant these losses are. The impact is on older adults when they lose money at a time in their lives when they are least capable of financial recovery.
