The History of the Library of Congress
In 1800, John Adams added in an act of Congress that provided $5,000 for books to be used by said Congress. Thomas Jefferson went on to approve a legislative compromise that essentially invented a brand new job, the librarian of Congress. There's only been 14 so far and they all have to get appointed by the president.
