Is India a Cold War Hangover?

Katy: I do actually think that the modi government, at least at the levels of national security thinking and and strategic thinking, doesn't have that same level of cold war hangover in terms of seeing russia as the sort of indelible partner. There are several dependencies that are very difficult for india to wean itself off of. But i do think it's prompted a much more robust debate than i've seen in a while on the nature of what india really is hoping to accomplish in the international system.
