The Importance of Preemptive Review
The review process can detect some errors but there's limited resources if you're trying to publish at the same time that you're reviewing lots of papers. Trying to find the problems in every single case is going to be impossible. But requiring some sort of rigor up front has more promise of staving something off. I think the ultimate solution might be some kind of independent organization that reviews papers, not necessarily before they're published or as they become high profile.
