The top tax bracket contributes the a substantial majority of overall tax revenue generated. So, ah, if it's a trade off between having a free a threshold for the very low earners or increasing that top bracket by a couple of per cent, i'm sure that's a pretty easy decision to make. The tax system has to be administered by the a t o and they need systems that are going to track people and see where tax ov agens ing. And you'd rather catch that at the top than at the bottom?
