The 11 and the ace in the major arcana are in that order where justice is eight and strength is 11. The Hermetic deck from the golden dawn Swapped eight and 11. If you're going in astrological order it makes more sense for Leo which is strength to be in the 11 or in the eight position rather than the 11 position. But yeah, it's a weird it's a strange swap but I think actually might have been Crowley that swapped 8 and 11.
