The Center for Innovation, Testing and Evaluation has been planning a fake city since 2012. It's called Pegasus Global Holdings but it seems to have a real focus on sustainability. Some of the projects include testing low-loss transmission lines as well as driverless cars. The renderings look like they're going to be really great.
