Is Kubernetes Better Than Docker?

Kubernetes is basically just there to decide when and where to place your Docker in this case containers that can be others. And then also what to do if there's any issue in either provisioning those or once they've started running. Kubernetes is pretty good for like rolling out new versions, right? It can do basically zero downtime deployments.
