The TMO knew full well that fire doesn't kill as much as the effects of smoke, and many residents almost died because of smoke inhalation in 2010. Despite being told by the London fire brigade that they had to fix it by May 2014, the TMO did nothing. In fact, they even refused a freedom of information request by Eddie Daffan himself regarding this very subject, saying that it was commercially sensitive. They were like, oh, look, we can only get the funding in to get it done. And then it's someone else's fucking problem.
