The Cost of Control
Drowning is the most common cause of death, followed by fire and smoke. There were 3,700 deaths from drowning last year but that's an incredibly small number compared to 2.8 million who died in total. You can't drive these numbers to zero at any finite cost because you have reduced them so much it would be 'astonishing' if you could do anything more than what we've already done.
