Does Expert in the Law Refer to Torah?

Jesus asks a man who is an expert in the law, which he does not announce. Jesus turns his question around on him immediately and asks his own question. It's almost surprising that the guy comes back and just gives an answer instead of another question at that point. But it seems weird that he that he just like, it's almost like he gives up or maybe because he is an expertin the law.
