Cyril is such an interesting internal contradiction of someone who like he would jump at the chance to be part of the ISB and put on the white tailored you know coats. The fact that we end with him in a literal cog makes me think of Terry Gilliam's Brazil which is a very much a story about conformity versus individuality. Every choice that every character is making tells us something about who they are and what they believe in whether they can even really recognize that themselves through the visual moment or not. Luthan, Deidre and Monmotha are wearing all of this right costuming for what it's intentional for them but also how that can come undone so quickly just
