Political warfare can be a synonym for standing up for your ownbest values abroad. The chinese have a pretty well developed programme of political warfare that they pursue visav not just the united states, but other demorat societies. I don't think we ever figured it out in the cold war, how do you take advantage of our open society and attraction of our values? We need to preserve an open exchange, an academic and intellectual, rich interaction with china - while at the same time engagingin political warfare which we need to do. It's part of the toolkit you just can't leave to the side in a competition like this.
