Is There a Relationship Between Quality and the Oscars?

I think that the peak of cinema was probably reached at some point in the 60s and 70s. There's very few contemporary films that are actually worth watching. 98% of things that are produced today, including people's degrees, have nothing to do with quality. And we're at the end of meritocracy, or any connection between the demos and the elites in a cultural sense.
