Pany's Speculation Rule

This is really a landmark change, felix. We have not seen something this sweeping in terms of mandating disclosure about pany's operations in a long time. The good news version is it's something on climate. The slightly bad news versions is it's kind of a reflection of the administration's inability to do more meaningful things.
