Andy Brown was a police officer who shot and killed the active shooter. Andy describes his kind of lifelong preparation for that moment. I also remember from the book just his description he does not make himself out to be the hero. He talks about dealing with PTSD as a result of shooting this guy. Don't criticize the government if you have no idea what they're doing.
