The Chairman of the National Military Command Center
In his view, there is some legalistic language in this reported conversation with these directors of operation the national military command. I had a chance to work in the command center for for account of a four months stint so i understand how the process works. And what folks don't necessarily understand is that the president of the united states could seek the chairman's advice, of best military advice,. It's not required. If the president so chooses not to consult with the chairman, then there is no roll for the chairman in that process. In my view, it was not necessarily looking to, in a legalistic way, subvert the the chain of command, civilian control.
