Is MKUltra Really a CIA Program?

MKUltra was a CIA program that had something to do with mind control. There is no hard evidence during this period at all of anything actually working. They abandoned this as a truth serum, which again, we also know really doesn't exist. The fact is that everything they wanted to do was fantasy and what they actually did was they just ruined a bunch of people's lives and accidentally started the psychedelic 60s movement.
