The Importance of Risk in Deep Sea Dive
He knew that there were criticisms that his craft was unsafe and should not be used in order to visit something of the depth of the Titanic. He responded with a form of hubris saying, "I think I can do this just as safely by breaking the rules" When it comes to a wreck like the Titanic at that great depth in international waters, it basically is a no man's land in terms of much legal coverage.
