Software and a cost plus framework seems a little odd to me versus reward for innovation framework. Yes, and that's always been why when we talk about primes which are public companies like you see that their margins are so slim. The incentives are actually that you continue to have workers continue to work in perpetuity. And the cost plus model actually encourages that bad behavior.
