The Kremlin's Interest in the Wagner Empire
Wagner is part of a conglomerate that has the Russian state as its silent partner and backstop. You can pay for its services by giving Concord a share of your gold industry, diamond industry or whatever it is you've got. And even if that's not going to give you a profit immediately, that doesn't matter because in the way one part of Concord can cover the expenses of another. So Wagner becomes sort of the most kinetic end of a whole spectrum of services.
