The implication is that Trump, who was named at the time in court filings as individual one, was also involved in this crime because he paid Cohen back. Then we moved from 2018 to 2019, and the investigation kind of fizzled out. There was an assessment in the Justice Department that it was not permissible by their policy to charge a sitting president with any federal crime. So they kind of just dropped it. And that is where the Manhattan District Attorney comes in. Cyrus Vance Jr.'s case quickly sprawled to encompass a wide-ranging investigation of the Trump organization's business practices.
