Federalism is literally set up in Canada to make sure that there is never anybody who's ultimately responsible. It's a colonial structure that was decided in 1867 that has only grown. And it always is like this, except now we are in decline. We are witnessing a healthcare system in decline. People are more and more dying in emergency rooms. You can’t get access to doctors. You can't get access to the care that you need.
