How Do We Do on Our Time?

I've worked with engineers that will essentially just give them a request and then take to what you're worth. They would have to have a meeting about it. Sometimes the same day. But there are also some engineers who are very interested in doing the sprint. So if this is such a bad problem and we're losing $1,000 a minute, sorry that technique won't work.
