The accord on fire and building safety in Bangladesh is an initiative that was designed and imagined from the perspective of international NGOs. It focused very narrowly on making sure that buildings are structurally sound. Safety is a much more expansive, a much more complex problem than whether or not the building is going to collapse on you. Being a signatory simply means that you say "Yes, we want safe factories"
