Do We Really Have Universal Suffrage?

In the nineteenth century, you didn't actually have to be a citizen to vote. That was very closely tied to the project of essentially european settlement. In federal prisons, the majority of non citizens are oftentimes housed in separate prison facilities that replicates past segregation. You can think of undocumented immigrants who are permanently in the us. Engage in essential labor, but have essentially no meaning for legal protections or political voice.
