Dick Gephardt uncovered a bunch of these papers when they were declassified under the Clinton administration. This one is supposed to be used as a traceable chemical to measure debris from a nuclear fallout, explicitly. But at first, it's bought from New Jersey Zinc because the mixture that is sprayed is both cadmium and zinc. We know that both of those are in the mixture.
