Many states make it very difficult if you're not part of the sort of duopole of democrats and republicans. In many cases, you have to devote an outside amount of your a campaign spending to just appearing on a ballot. Both parties realize that a lot of people who are not badly disposed toward their partys side of the debate stay home. And indeed, elections are lost all the time because one side falls down on the turnout dimension.
