The Immediate Capacity to Be Conscious

An unborn child before 20 weeks has the natural capacity to be conscious. A comatose sleeping or anesthetized person has an immediate capacity for consciousness that is blocked by something. People in comas or sleeping have those biological features, so they're persons under Destiny's view. It does not apply to anyone who still needs to develop the parts in the brain necessary for consciousness.
