The Confusion of Policy Tools in China

If I'm, you know, this is the central national security commission, but there are subnational versions of this as well. If I'm a local official, I would be confused because so economic development or economic stabilization entails some well-worn policy tools. But it's hard because at the same time, they have an obvious economic problem and localities, at least many of them, are really strapped financially. So if you don't have the fiscal tools to do much, it's not obvious, like, how do you even meet this mandate? I don't actually know.
