Are We Going to Secession?

Lincoln wrote a letter to Pierpont, who was the Governor of Virginia from 1861-1869. In it he tells him that secession itself is illegal and proposes reorganizing the state's government. A few days later they pass an ordinance creating what would be called "the restored government of Virginia" The committee on business then chooses officers for this reorganized government.
