This is one part of the structural context that we speak about in which each agent,. or in which agency, is taking place. In many waysit is another example of how agency can be constrained by by various contexts. The post colonial state has a particular intimate relationship to sovereignty and there are african decision makers who jalisly guard their political authority. But when you look at the balance sheet, you see a vast implementation gap. And we need to consistently ask, where does this Implementation gap come from?
