Is the Goal of Sanctions Always Roughly the Same?

Is the goal of sanctions always roughly the same to exert pressure on a ruling government in order to get them to change their policy? Or can goals be broader? And do they need to be clearly articulated? How important is it to articulate goals publicly in order to achieve specific policy objectives? Well, that's a big question and a very important question. So I think there's a lot to impact here. The first thing is that sanctions can have many, many different goals. You can also impose sanctions as we just discussed in the case of Iran to impose economic pain to convince a country to change its policy.
