By the early 1970s almost 1700 people lived at the organization's various facilities throughout California. Chuck was going around proposing that the Timales Bay properties his Cinanon city could get up to 25,000 within a few years. Negativity was seen as something akin to criminal. If you didn't believe in the project, believe in Chuck, there was something wrong with you. They opened up the hatchery, a building where pregnant women were sent to live. They built schools with the intent on taking more and more children in. Soon probation officers started sending delinquent teens to live without their parents joining them.
