Introduction
This week's research takes us to Madagascar, where the taxes and duties collected by customs are half of the government's total tax revenue. Tariff collection is vulnerable to corruption because it's not really easy to verify if the declared value of imports on which the tariffs are levied is correct. Anafen Andes and Bob Rikers of the World Bank are two of a team that developed a new methodology to help detect and cut out that corruption.
