Borris johnson had clearly known that brownlow was playing a role in finding the money for his flat, which obviously was a bit of a tip. He knew that he'd watzapped him am he'd arguably offered him access on his other thing, about the great exhibition stroke. That's the problem. Not there's anything necessarily wrong with brownlow lobbying for an exhibition related to his role at the albert hall but it's that he's able to do that more effectively because he's giving money to prime minister for his tap. We all know that perception in these things is far more important than reality and this allows the perception to go round.
