Is Parenthood a Kind of Agency?

Parenthood is a constant oscillation between testing limits and running back to security. You can't choose your parents in that wayi they have to have agency for you. But then there's also like, you're not allowed to criticise my face tattoo. And whether you expressly need permission from those people or not, is it not fair to say the thing that is, for whatever reason, stopping you from doing something?
