Is Russia Building a Shadow Tanker Fleet?

Russia has quietly acquired a fleet of more than 100 aging tankers, according to Western journalists. French shipping broker BRS group make an estimate that this global shadow fleet has more than 100, more than 1000 ships. It's extremely difficult to monitor all these movements and to get full control of this picture.
