Is the Universe a Random Fluctuation?

The anthropic principle says that it's an ok for unlikely things to happen, if they're necessary. Maybe the universe is infinite and this kind of stuff almost never happens. But in the places where it's not happening, there's nobody noticing. There's nothing deeper you can do after you answer a question that way. It feels like a sort of cop it says, there's no answer. Stop asking questions.
