Section 2 Voting Rights Act - Does It Say One Way or the Other?

Section 12 d of the Voting Rights Act authorizes the attorney general to seek a preliminary or permanent injunction. But section 12 d makes no mention of private parties, which strongly implies their exclusion. This is another problem for plaintiffs, especially considering that injunctive relief to prevent a section to violation is exactly what they'd seek. It doesn't say one way or the other. Idont i mean, oh, i think this is hard for me to even decide what i think about it, because i do think the text here, the arguments are pretty strong.
