Is There a Moral Authority to Exclude People?

We shouldn't assume that any right a state claims for itself is essential to the concept of the state, he says. It doesn't look as though it's essential to the very functioning of the states to be able to exclude any one at any time and any place for any reason. So we can think that states could have the grounds for excluding particular individuals for particular reasons, without something like a general right to exclude.
