Hobbes's method is atheistic you know whether he was an atheist or not I leave to the Hobbes scholars but his entire project kind of the founding of modern political theory is to try to articulate why the state and not religious authority should be the grounding principle. He has to do that by appealing to nature by appealing to a naturalistic account of the human condition rather than a theological account interestingly Hobbes's credit as being the first kind of theorist of liberalism isn't based on equality in religion, it's because we all fear death.
