Yeah, I mean, you know, this goes back to the sort of mutually assured destruction kind of Thomas Schelling and others who worked on that during the Cold War at the Rand Corporation approach. But we need to invest much more in building institutions which can create trust between countries so that you do not end up in these kinds of arms races.
