The President is the Commander-in-Chief of the Armed Services. He makes treaties with foreign countries, sets foreign policy and appoints judges to the Supreme Court. The difference between Article I and Article II is subtle, but important. Whereas Congress has given specific responsibilities, the President is given wide discretion as to how he fulfills them.
