Mau anticipated many of the problems that we see in china. He thought he would create a more a wealthy society, but with costs. Mau's policies have greatly benefited coastal China at the expense of the interior. This is why those trains in glowering transaction coss i spoke of were seen as an attempt to 'put a bandage on' this problem.
