The Different Types of Corruption in Russia

CNN's John Defterios spoke to Charlie Pavlowski, a former mayor of St. Petersburg who worked with Putin in the 1990s. He says he was very different from other Russian leaders and would not demand huge bribes for his work. But that didn't stop him from becoming involved in corruption scandals such as Tambosky group or Oevka gang. "He always kind of looked at things coldly like this is what we have to do to get things done," writes Defterios.
